startup: drone isn't ready to arm

ground: drone ready to arm but not armed

taxi: drone is armed but throttle == 0

takeoff: below altitude but throttle != 0 (include deadbanding)

flight: above altitude and armed (5m)

landing: (LAND or RTL flight mode)
