Onsite Definition
You are onsite if you can travel to the bay in less than 1 hour without large expense and are willing to do so with ~ a day notice as needed.
For example: Public transportation (including time waiting) and personal vehicle, but not rideshare (e.g. Uber, Lyft).
This definition is not exact, but basically if you’re in Kitchener-Waterloo you can be considered onsite.
Near-site Definition
You are within Ontario, but do not satisfy the onsite definition.
Off-site Definition
You do not satisfy the definition of onsite or near-site.
